Working with agencies

Public agencies operate under different pressure.

A public housing authority answers to residents, to a board, to HUD and to a procurement regime, often with fewer staff than the portfolio warrants. The compliance obligations are as heavy as any private owner's and the latitude is narrower.

Castor works with PHAs as a contractor and as an advisor.
