Our story

Named for a partnership.

The story of Castor and Pollux — known together as the Dioscuri — comes from Greek mythology, about twin half-brothers and their epic journeys.

Castor Properties, and the story of its two co-founders, echoes that: the journey of brothers. Both partners worked side by side in affordable housing for sixteen years, bringing together solutions to the most complex challenges the sector produces, before founding the company.

That history is the reason the work is structured the way it is. Compliance, operations and physical condition are not three separate problems on a HUD-assisted site — they are the same problem seen from three angles, and a finding in one almost always started in another.

Andrew Swinkoski

Co-Founder & COO

Andrew has spent his career in affordable housing. Across executive roles held before founding Castor, he had direct operational oversight of more than 10,000 units and built a working command of where management and compliance meet — and where they come apart.

He has worked extensively with the Institute of Real Estate Management, serving on several boards and its Governing Council. He co-authored IREM's Managing Distressed Properties course, and has written and contributed for the Journal of Property Management.

His reputation is built on troubled affordable housing: finding the operational cause behind site issues and company problems, and fixing that rather than the symptom.

Alexander Skuratovsky

Co-Founder & CEO

Alex brings 26 years of construction and property management expertise, including 16 years of standalone REAC preparation and rehabilitation work throughout the United States.

He directs multi-site property management, construction, maintenance and modernization projects across their entire life cycle, in sectors spanning commercial, industrial and residential — including low-income multifamily properties and Public Housing.

The through-line is outcomes on hard buildings: work that consistently exceeds what the schedule and the condition of the asset suggested was possible.

Leadership

Angela Elder

Senior Vice President

Angela joined Castor in 2024 and has direct oversight of property management and compliance monitoring for the firm's clients — annual, interim and move-in certifications, file audits, EIV, HAP processing and Management and Occupancy Reviews.

She led the RAD conversion of a 79-unit rent-stabilized property in Brooklyn, oversaw the mass certification procedures, and worked with the resident board through the transition. She implements staff training across every site team Castor supports, in person and on site.

Before Castor she spent more than two decades managing affordable and mixed-income housing across Connecticut and Virginia — Section 8, tax credit and market-rate, including elderly and multi-site portfolios. She has worked for public housing authorities and private owners alike, across nearly every asset type in the sector.
